Nokia as MVNO in Japan?

Japan telecom market is quite a saturated market. Filled with big names, like DoCoMo, KDDI, and Softbank for operators, and Sharp, NEC, Panasonic, and Sony Ericsson for manufacturers, it is definitely not easy for Nokia to enter Japan’s savvy market.
Try to reach something bigger, Nokia doesn’t want to attack Japan market only with phone. It wants to be its own sole provider. Since it isn’t easy to establish one new operator, Nokia tries to collaborate with country’s largest operator, NTT DoCoMo, for Mobile Virtual Network Operator (MVNO) agreement. The MVNO is planned to be available next year.
MVNO here means Nokia will “rent” DoCoMo network to sell its own phone (high-end models) for its own network. Actually I have never heard Nokia to become operator in any country. Correct me if I am wrong, will ya. This move is such a big risk, penetrating into Japan market at this day isn’t a clever move.
How will the move between two giants last? Only time will tell
